engine wont start on cold!

hi guys...
I have a cold start issue! Engine cranks fuel pump is working and hear the pump working and building fuel pressure on ignition on prime. But when I crank there seems to be not enough fuel to start. If the pump is working does this mean the FP rely is working ok? I tested the rely on a multi meter and get 30 oms set at 200 setting on meter. I did the 9v battery test on the rely and there was no click on the rely. I swapped the horn rely over to FP on the fuse rail you know the one on the far left of the fuse rail under the front hood and still no change in start. Why would I not have enough fuel squiring out of the cold start valve? I tested this valve on a 12v current outside the car and it clicks every time i add current to it. I have 3 cold start valves and they all click under a current test and installed them one by one on the car but still no start on the key ignition. fuel pressure is good as the car run great once I lift the plunger in the airbox and bleed the injectors to get fuel in the cylinders.

Has anyone had this same issue and did you find the solution to your cold start problem! My engine is the 2.7ltre mag 1977
