There is a metric crapton of money that wants to live on the coast or in the hills looking at the ocean.
That kind of money will buy lots from the people who don't want to rebuild, and have their architects design cool fire-resistant houses. Automatic fire shutters and retardant spray systems will be status symbols.
Seriously, if I lived in SoCal and had a metric crapton of money, I'd have my people hunting for lots, ideally multiple adjacent lots, right now.
