The DOE was not and is not performing assessments of education quality in other countries. From what I’ve seen the comparisons are normally based on comparing things like literacy rates, test scores, graduation rates, post-secondary education, etc. More based on education outcomes than the standardized tests that have ruined our education system.
One additional knock I have on the DOE is the expectation that all schools are created equal. Education in LA is different than rural KS is different than NC is different than MA. We may be one nation but there are dramatic differences across our country, and each state/county/city should be able to tailor their education system to local culture and needs.
