Rhaphiolepsis indica (botanical name) or just Indian Hawthorn - in a 3 gallon size is what I usually use. Try to buy from a wholesale nursery. Retail pricing on plants is crazy right now!

There are of course other plant choices but if you want durability and don't want something that grows too high, this would be a good choice.
I've had Indian Hawthorn before and that is a possibility here. I currently will be planting Nandina (heavenly bamboo) on the outside of the fence (about 6' apart), but I'm looking for ideas to plant in-between. The inside of the fence will be Camelias as they do fantastic here in Fresno and are super low maintenance and look beautiful. This is the north side of the house so fairly shady area.
