I really hope this bill moves forward. CARB rules are just plain silly for cars that are driven only occasionally (or not at all). I also have to wonder how many old Porsche 911 cars it takes to equal the pollutants put out by one ill-maintained tractor-trailer, or other types of "legal" air polluters.
Not to mention that I don't know of any other state that requires California-level emission testing on older cars registered and insured as collector/classic cars.
