There is a rust prevent treatment that does not etch. I am at the bottom of the world - so the products available may well be different - but i am sure you would have an equivalent. Ours is a CRC product - milky white. It bonds with the rust and forms an organic coating over the area. Which can then be painted. No acid treatment involved.
