They were actually LAPD officers assisting the CHP once the foot pursuit left the freeway and went into the neighborhood. The opposite happens when a pursuit goes from surface streets to the freeway. It was a chaotic situation with multiple 911 calls coming in from homeowners who saw random people running through their yards, etc.
The photos I saw were of mostly city cops in their dark uniforms, (technically blue but look black), with SWAT helmets on. I also don’t know how you could mistake them for bad guys but anything can happen when the fear and adrenaline is flowing that high.
I respectfully disagree with Higgins about the helicopter noise, when they are flying low overhead with buildings creating echos, you cannot hear yourself think. I’ve often thought that LAPD overuses them and the noise creates this exact situation, where you can’t hear the cops yelling commands.
