I have to say I was under the impression that the sensor was actually similar to the Crank reference sensors in that; you get a fixed resistance reading across the sensor, obviously from what you have described this is not the case, hence I will do as you suggest and try turning the wheels to a different position, and see if I get anything different as far as measurements etc.
