I really don't have the skills or desire to stamp out lower receivers. In my first interview, when I mentioned building up a stripped lower for a customer, he said I'd need an 07 for that. I couldn't believe it. If a stripped lower is already considered a firearm and is subject to all those laws, why would it be considered manufacturing to add parts to it, like a trigger kit and upper? No matter. Pushing in the pivot and takedown pins on an AR with my thumbs means I'm manufacturing. For another $150 in licensing fees I'd rather be on the right side of the law. And you have to have an 07 to get the SOT, which is where the money really is.
