Here’s a pic of one of my rusty heater boxes being disassembled when I refinished them. The inner flap / valve is a piece of oval plastic sandwiched between two slightly smaller oval metal bits. At least in an ‘83 SC it’s set up that way.
I could see the plastic possibly degrading and allowing some hot air to leak by even if the flap is in the closed position.
