I have the same problem. In my case, I know that the flap inside the heat control box (back by the engine) doesn't close all the way, so I have to crawl under there and push it all the way closed. IDK whether the spring is just not strong enough anymore, or the control cables are binding. I've lubed the cables several times, but they still hang up slightly, enough to push heat in to the passenger compartment. One of these days...
Another thing I do is disconnect the rubber hoses at the air ducts on the engine shroud and cover the ducts with spray paint can caps. That also forces more air though the engine cooling fins and oil cooler in the summer.
