As far as I am aware, the connection between tickets and insurance rates going up / traffic school to prevent that, is a racket unique to this country. (now of course I'll be proven wrong)
It's definitely about money for all. I checked with friends abroad, their record can be affected (and traffic school equivalents exists to get points back) but in no case does this info get turned over to insurance companies for a second helping of BOHICA.
Frankly at this point I'm surprised Ins companies do not mandate GPS black boxes in all our cars to a_ deny any accident claim if you were 1 mph over the limit, and b) and sell that to medical insurance companies too, to deny us medical reimbursement because we were driving too fast. Watch, it's probably coming ;-(
it's all about $. There is a whole industry of "lawyers" ready to get your stuff dismissed (more $), courts that will gladly take more $ instead of points, all of which would probably not exists if the fines were only affecting your record and were dispensed based on common sense (get nailed speeding in front of a school, not for doing 20 over on an empty freeway).
