This seems more like a no-smog for parade cars. They don't want people w beaters roaming the roads. So nothing really changing fully if you want to daily an older car in CA, unless you have a pre-76 car...

They completely neutered the bill with the amendments.. (that they had previously removed!)... pointless bill now as far as I'm concerned...
