Wait,,, how is it possible for someone to opearte a vehicle on a highway without the minumum required liability coverage ? Answer.. Its not . I don't know the answer, but either hers, or Hertz's i'sinsurance is responsible .
This is the bare minumu to operate a vehicle on public roadways .
