My father in law was an Air Force pilot back in the 50's. He had USAA and his family on policy. Back in 1980s and 90s, family members were insured under a different policy umbrella than the Officer/member. That would have been how you got it.
I was enlisted when we got married. My wife already had USAA under the family umbrella and I had it as well due to her. Premiums were higher than for officers.
When I was commissioned, our membership shifted to me being the officer member. Premiums went down from what we paid under wife's family membership.
