My house had the same problem.
On a 90F day, central AC makes ground floor 73F (or whatever temp I set) but second floor bedrooms 80F+. In a 95-100F heat wave, ground 72F second 85F+. In winter, if a 30F evening, central furnace keeps ground floor 68F (my setting) but second floor low 60Fs. Basically the 8” x 8” registers in bedrooms with no returns just not cutting it. I tried for years (decades) to deal with this via fans blowing air up the stairwell, closing different registers, etc. Finally gave up and installed minisplits in bedrooms.
