It's true. I have to think that the driver makes a HUGE difference in the lap times. A hot shoe with a dozen or even 100 laps probably can't touch a really hot shoe with a thousand or thousands of laps. But that's just my guess. I'm neither hot nor shoe and have no experience driving the 'Ring.
It's not like the 991.2 GT2 RS Manthey Racing is what Porsche made. You can buy the Manthey Racing kit for your car. It's only $115k.

It's a package that updates aero, suspension, brakes, and adds a water tank "An additional water tank for the charge air cooling increases the series volume by around 9 liters and ensures that the range between water refills is significantly increased. As a result, it enables longer cooling of the intake air temperature with the aim of achieving maximum power output."
And the kit with the $115k price tag has a note: "Important note: Magnesium wheels are NOT included, but are required for this kit. If you don't have Magnesium wheels, please see the related item below. Please enter your VIN so we can verify options when ordering." If you need the Mg wheels, that's another $17k.
