The thing is an open trench near any kind of walkway has to be marked for liability purposes. It should not need a HOA to enforce this.
Now surrounding a dumpster is something else. Maybe there's a opportunity here for a company to paint trees and landscaping on their dumpsters ala the boat and fence painting. I've seen that too but it's still funny if it's real (look at the last fence board to the left and then to the right. The posts are wrong amongst other things).
