Here you can see the Stoddard metal version in place on my lock cylinder. When installed, the cylinder bound up such that it was impossible to turn the key. No amount of adjustment or lube would cure the problem. I binned the Stoddard parts and ordered the VW plastic gaskets instead, worked perfectly.

If they are actual o-rings, what was their purpose? I'm not sure if I should try to find substitutes. Probably just leave them open.

My old cylinders didn't have any o-rings in the locations you're asking about, and the new cylinders didn't come with any. (They didn't come with the plastic seal in question either, obviously.) Just one data point, but I didn't consider adding any o-rings there.

A tip: don't use any kind of grease that attracts dust, as that leads to the gunk buildup. I used a dry PTFE spray recommended to me by Keys4Classics.com, worked well. They were amazing on decoding my old, worn keys, and supplying new keys also.
