By "rolling smog services" is that meant to be like a rolling road under the drive wheels rather than plugging into an OBD port?
Strangely, here in the Denver area, which closely follows CARB style emissions, I have to put my 2004 BMW on a rolling road and a sniffer in the exhaust pipe during emissions testing. They could plug it into the OBDII port but don't. I've also noticed that every year the tolerances for passing become more and more strict.
