Strangely, here in the Denver area, which closely follows CARB style emissions, I have to put my 2004 BMW on a rolling road and a sniffer in the exhaust pipe during emissions testing. They could plug it into the OBDII port but don't. I've also noticed that every year the tolerances for passing become more and more strict.
Be grateful. My 03 M3 is tested via odb2 and visual inspection. But if you unplug the battery for any reason the car will never be ready for a test and fail. The drive cycle required is pure masochistic hell. At least if your car is clean it’ll pass. Mine can be perfect but if the ECU flags say not ready, no pass.
