Strangely, here in the Denver area, which closely follows CARB style emissions, I have to put my 2004 BMW on a rolling road and a sniffer in the exhaust pipe during emissions testing. They could plug it into the OBDII port but don't. I've also noticed that every year the tolerances for passing become more and more strict.

The testing format varies with the age of the vehicle, some newer ones only need to be plugged in to a scanner and older ones need the rolling road with exhaust sniffer. There is supposed to be a visual inspection for all original emissions equipment intact but I've seen the techs really skip over that. Just depends on who is doing the test.
