What is the source of this detail? Pit (be it at the track, or England) to car comm, other than direct comm with the driver, is banned. The driver is supposed to drive the car "unaided" (ya, we know, they don't) save for real issues, like a fault mode shows up. That's why you don't hear strat mode call-outs every radio comm anymore. Not only is that (remote changes), as a possible policy, illogical,* but what driver, TP, strategist or driver's engineer would agree to that? More likely, if a better setup, mode, or strategy is identified, it is related to the team to implement, not changed on the fly and discussed later.
*(it was once reported - w/out facts demonstrated - that Senna complained to the Honda motor engineers that he wasn't pleased with their tinkering with the engine performance from the pits while he was driving)
