The prices of stuff that used to be cheap are a bit insane these days. I can't say about a VW specifically, and I think location can make a huge difference in price.
I know that years ago in NoVA my parents bought a convertible bug and it wasn't cheap, but it also had new paint, new top, new wheels, etc... The only thing that hadn't been gone through was the interior and the motor hadn't been rebuilt but was running well.
