No, don't do the 12/6 position. It isn't needed. 3/9 is the balance you need to stay on over bumps safely. The correct amount of links seems to be good from the pic. Give the derailleur hanger bolt, the silver piece, a tiny twist to make sure it isn't loose. Don't need much. They strip easy.
