It is etiquette here - if they receive complaints about a member of the public, then they may go and have a word with them (I think that is pretty good policing). The part about hauling Bill into court is unusual.

(edit) - you meant calling first to get "an appointment". Well i guess it means they don't waste their time driving over to find you are out (or hiding).
