One company got around the law, sort of. Osborne (main claim to fame is the production of Sherry) put huge black bull silhouettes up, usually far from the road, often on top of a hill. The bulls have no text.
At one point, the govt tried to close the loophole on the bull, but so many people screamed, that the govt allowed the bull (I believe that's the story that I remember reading).
They are super cool to see when driving through the country. And the lack of other signs is fantastic. Some drives in the US make me want to go pyro because of the amount of billboards.
