Being at the first mark of temp gauge is normal, it's not an issue. It will climb above that first mark in hot weather >90F and also if you lug these engines below 2500RPMs. Lugging an air cooled engine is not a good practice for 2 reasons, first the engine fan spins slower and provides less cooling. Second, at low RPM lugging the engine increases engine load (injector pulse widths go up) this means that per crank rev you are forcing the engine to generate more power per rev and thus more heat per rev.
