Looking more closely, I think some of the other fellas are right, steps, yes, but weirdly steep and short, maybe not as much as a ladder, but certainly not up to code these days. I'd still probably want to open it up if it was someplace that I was going to live. But if this is the place that you've posted about before, maybe making into a cafe/restaurant or something, then probably best to leave the box. If you expose stairs, then someone will want to use the stairs.
