I’m thinking you set studs in the concrete, then when all cured, you get the brackets level with washers on the studs. String to get things in line. My standards are low. I’m not OCD about fences!

Been thinking about the wind load issue. I could stagger the panels so wind can pass through. Don’t care if a cat can get through, this is mostly visual screening.
