It's some cheap aftermarket license plate holder. Funny that's it's on there as the plate is actually on the dash.
This is my second Mustang. Just out of college I got a 1979 Mustang with the 2.3 turbo. Remember TRX wheels? Being young, I didn't look that close at the car, and it turns out it was another rebuild, the car was literally two cars welded together. They left the big front sway bar, but didn't put one in the back. Handled like crap. I had to put a replacement rear end in it shortly after buying it. The shifter was mush, replaced it with a Hurst. If you tightened the air cleaner too much, the choke would bind and the car wouldn't start when cold. That caused me to punch the cold dash and break the vinyl. Since I had to leave it, a 6 pack of soda froze in the back seat and I had foamy icicles hanging from the roof when I got back to it. Later yhe seals on the turbo failed, and rather than replacing the turbo I bought a Pinto intake manifold from a junkyard and de-turboed it. I think it ran better after I did that. I don't think I kept that car a year, I ended up trading it for a SAAB 900.
