This. And every state I know of does the post rebuild inspection process, and you can't register or drive the car until it goes thru it.
The biggest risk in my mind is cheap airbags, they've been know to kill with shrapnel. Which is why I wouldn't buy a collision rebuild. Flood, maybe. Hail, theft, yeah man.
