One of the big issues with Windows has been how it tracks what updates are applied.
Apparently it tracks all updates from install to current, as opposed to last updated state.
This means that as a system ages, it gets slower. Wipe the drive and do a fresh install and suddenly the same hardware is faster w/ the same software and OS, etc.
