in a volvo they ask for the belt to be tensioned by the spring, thenit is locked in place.
next drive a thousand miles or so, then there is a plug in the plastic cover, Im to remove the plug, loosen the bolt, and lock it again. this is to let the spring retension this accompodates for initial and expected belt stretch. It may also be imortant that the valves are in a certain position so its not putting tension on the belt by the valve springs.

in a 944 you could retension in the same manor but it may be more difficult to access the lock bolt. if its hard to acess, perhaps it is not called for in the manual as that would mean a return visit to the shop mechanic.

in the picture , it looks like the compression spring has finished its "work" once that lock bolt is tightened to 15 lbs.
