People who make music or visual art amaze me. I don’t have the skill or the imagination for it. I do OK with words. I think all art has one or both of two goals*, to tell a story and/or to evoke an emotion. This painting evokes a feeling of peace, and invites you to make up your own story.

I agree with your premise and as a one time publisher I think you know what you are talking about.
WRT to the painting in your post it looks like a cartoon to me. I'm sure the person the painted if got tremendous satisfaction but it doesn't convey a thing to me other than a dingy tied up on some water. But I see no point in still life paintings of fruit in a bowl so that's just me.
