The basic idea is each quarter consists of three months, one of 31 days and two of 30 days, for a total of 91 days. The extra one or two days are tacked on to the end of the year, for an extra long weekend. Hey, fella! Before we go all crazy with the calendar, let's take care of the twice a year, one hour time change bullsheiße.
I don't see a calendar change like that happening. First, you'd have to get the whole world to agree to it. Second, can you imagine the amount of coding that it would take to adjust EVERY electronic system with a built in calendar (which these days includes cars, alarm clocks, TVs, microwaves, etc...). And then of course, watches with perpetual calendars would be useless too.
