Two cartoonists were friends of mine...Stan Mott (Cyclops fame, Road & Track) and Howard Shoemaker (Playboy & R&T) both told me they were just born with the desire, started drawing from the first time they were handed pencil & paper.
So yes, I'd say it's like many other things...there are "naturals" who get very good with lots of doing, and there are others who can become proficient, but never reach the top.
