100 % correct , cities/states that generally get lots of snow/ice every year are set up better than those that don't . And being prepared is big $$$ . I live in Georgia now and there is no way Georgia should budget the same amount of $$$ for snow removal as NY . We have some plows and brine spreaders but if we get 6 inches of snow we are paralyzed . But it melts away in 2 days
