I was a lifeguard. The LAST thing you would do was go in the water after a person. They are panicking and will drown you. Throw a float, reach with something, do anything except jump in, except as a last resort.
Final test was going in after a trained lifeguard, who would basically attempt to drown you! Sometimes you needed to subdue the person you were saving.
