I had the same problem just before I moved a few years ago. Long time neighbor went crazy with cars. Many Cities restrict the amount of time that a car can be parked in one spot. AND the City may have restrictions on parking ANY commercial vehicle or work truck. This is not the HOA, but the City. Additionally the HOA had similar restrictions and will access penalties against the offenders property.

When I came back from Astan, this whole mess started. It got damn intense with the retired LAPD Detective Father and the POS FBI agent BIL. It was not only me but three other long term neighbors. Got the POS father and BIL to back off when we filed formal complaints through channels (a real Pain but it worked). AND when the offenders asked for forgiveness on the $2000 plus in HOA violations the answer was no, and the HOA attached their home. Oh and then there was the unpermitted structural changes to the house that their mortgage company was pretty upset about.

Yeah, absolutely the worst neighbor and experience of my life. I viewed it as signal that it was time to move. But I could never figure out what set the neighbor off after 13 years and my three years to get out of there????
