More info: What year car? Internal or external voltage regulator?
If you only have 10.8 volts at the battery, that indicates a bad battery. Even with the alternator dead, you should have battery voltage at 12 volts. How old is it the battery? Is it fully charged? Have you removed, cleaned, and reinstalled the terminals to the battery?
