I'd start by kindly asking why they're parking where they are. Understanding their reasons may, or may not, alter your being upset.

I'll add that in my neighborhood parking anywhere on the street will get you crucified. One reason is the streets are old and only 18' wide. More importantly, you'll be blocking someone's view of the water.
