My neighbors there would have just run that stuff over or tossed it over the fence. It wasn't the best neighborhood in town.
At my current house (cul de sac), I'm the guy that parks in the street. That, or they get to hear the backup alarm at 5am. I think that would be worse. Regardless, our HOA has no teeth.
In the middle of the cul de sac is a grassy circle with an oak tree. Neighbor's grown kids like to drive across it and rut it up. I'm usually the one that fixes the ruts. Fortunately, it's not that often now that they're grown an moved out.
Every place has it's challenges. And I have to remind myself that these are first world problems...
