Chaparral 2E had the high downforce configuration be the default. IIRC it used a pedal to trim out the high-mounted rear wing for low drag on straightaways. Then, for corners, the driver would take the foot off the trim pedal (dropping the wing back into high downforce config). If something broke in the linkage, the wing would be stuck in the theoretically safer high downforce setting, but at least the car wouldn't be hurtling through a corner with low downforce.
Of course, making it a rule to satisfy that would probably be beyond the FIA.
