Bidets are impractical w/o hot water circulation. A bidet seat has the water ready at all times. They are programable as well so you can shut it off if everyone is at work or on vacation. My wife tells me the warm seat is a necessity. OK, whatever.
Bidet seats are not cheap but a separate bidet requires space and a lot of plumbing. I've installed some in remodels. PITA (replace "pain" with pleasure). No, really, very expensive to retrofit.
If the power is out you get nothing (remember for the seat you have to run electrical to behind the WC).
