The tank seems adequate. I took the Toto apart thinking I could fix it. Really, now way and I'm good at that. The tank appeared as a kidney shape to hold at least a qt. But I'm not sure the whole tank is kept warm. I didn't see any heating element actually in the tank. The ambient heat from the seat will presumable keep the tank at a tepid temp. IDK how warm the water should be.

Not cold, that's for sure!
