In every major natural disaster that I've heard about in the last 20-30 years, help has come from other states, many that are no where near the area of the disaster. I have no doubt that other states would be sending aid if Cali had a major issue. In all of the wild fires, don't firefighters from all over the country converge on Cali? I don't know why an earthquake would be any different. After floods, hurricanes, fires, etc..., you always either see or hear about first responders from all over the US traveling to the location of the issue.
