When I was younger, and we lived someplace with cold, snowy winters, we did get used to the cold. I remember at 12-13 going out (just for a few mins on the sidewalk in front of the house) on a sunny day in the mid 30s with shorts and a t-shirt on. It felt relatively comfy. It's 32º here now/today, and if I went out in shorts and a t-shirt, I would not be comfy. Our bodies can get used to temperatures if we have time to acclimate to those temperatures. What sucks for most folks are 40º swings from the norm.
