I remember he looked like Gert Fröbe, so I looked it up. He was another German actor Jürgen Tarrach. The filmmakers didn't acknowledge it, but it's widely considered an Easter egg.
Although he was considered for a return in Diamonds Are Forever (1971) as Goldfinger's brother, he declined, leaving his sole appearance in the franchise to the 1964 film. (from Google AI).
