Yes, this is the correct route from North 69 to East Dupont. I think there is a yield sign at the white line in the curve to keep cars exiting 69 from driving into traffic coming from their right if the light is green. This diagram wouldn't be so confusing if North was up and South was down, like a map.
I understand the dedicated turn light as opposed to a green light for turning and straight through traffic while waiting for a break in opposing traffic to turn. Left turns lanes work like that. Of course they are timed and you can miss it and have to wait another cycle.

I'm just having a hard time seeing how a driver can go either way on Dupont Rd. No, it doesn't help that the map is not oriented N/S but that should affect studying how it works or doesn't.
